Electric Bikes (E-Bikes) – City and County of Denver

E-bikes are electric bikes with a motor that gives cyclists a boost. Electric bikes use rechargeable batteries and travel up to 45 km/h. When you use an electric bike to get around, you can:

  • Save thousands of dollars a year on fuel and maintenance by replacing daily car trips with e-bike rides
  • Cycle longer distances and more challenging terrain
  • Put aside the worries of arriving sweaty at your destination
  • Reduce your carbon footprint when running errands or commuting to work

A limited number of discounts are available monthly for Denver E-Bikes and E-Bikes. Denver residents can save up to $1,700 on an e-bike purchase from a qualifying store.

Participant Eligibility

Applicant must be a resident of Denver, Colorado and 16 years of age or older. Proof of physical address in Denver is required. All documents submitted must be dated within one year of the request. Examples:

  • Computer-generated bill (electricity, credit card, doctor, hospital, etc.)
  • Bank statement
  • Pre-printed pay stub
  • First class mail (from a government agency or court)
  • Owner’s, lessee’s or motor vehicle’s current insurance policy
  • Mortgage, lease or rental agreement
  • Transcript or report card from an accredited school
  • Motor vehicle registration
  • USPS Change of Address Form (CNL107),
  • DD214
  • Individuals who are unable to provide acceptable documentation to verify their physical address in Denver, Colorado may be eligible to provide alternate documentation to meet the requirements.

To meet the “skilled income” requirement, the applicant must meet one of the following conditions:

Instant rebate amounts

  • $400 for all Denver residents, $1,200 for income-qualified residents
  • $500 extra for e-cargo bikes
  • The incentive cannot exceed the total purchase price
  • One electric bike per person

E-bike eligibility

All categories of electric bikes (1, 2, 3)

  • Class 1: an electrically assisted bicycle fitted with a motor that provides assistance only when the rider is pedaling and ceases to provide assistance when the bicycle reaches a speed of 20 mph
  • Class 2: an electrically assisted bicycle fitted with a motor that provides assistance regardless of whether the rider is pedaling or not but stops providing assistance when the bicycle reaches a speed of 20 mph
  • Class 3: an electrically assisted bicycle fitted with a motor that provides assistance only when the rider is pedaling and ceases to provide assistance when the bicycle reaches a speed of 28 mph

Electric motor must be 750 watts or less and cannot be gas powered

Full suspension mountain bikes are excluded from the program

No minimum or maximum purchase price

Eligibility for electric cargo bikes

Electric cargo bikes must have an extended frame designed to carry additional people or cargo. Electric cargo bikes must meet all of the following criteria:

  • Designed to carry one or more passengers in addition to the rider OR designed to carry heavier or bulkier loads than a traditional bicycle can carry
  • The bike has an extended frame (long tail, long john, Bakfiet or box bike)
  • The bike has a published load capacity of at least 100 lbs.

To be eligible for the e-bike rebate, the e-bike must be purchased new from a participating bike store for use by the e-bike rebate claimant and not for resale. Electric bike must be purchased at or after launch of Denver’s Climate Action Rebate Program for Electric Bikes; discounts are not retroactive to prior purchases.

In order to participate in the Denver e-bike rebate program, bike shops must have a physical outlet in Denver that sells eligible e-bikes and offers on-site sales, service, and repairs. Bike shops are required to confirm that the name on each e-bike voucher matches the name of each e-bike purchaser in person at the time of purchase.
